ACCA AAA December 2026: ISQM 1 vs ISA 220 - Firm Level or Engagement Level?

Richard Clarke

ISQM 1 is the firm's quality management system; ISA 220 (Revised) is what the engagement team does on the job. AAA marks go to the candidate who keeps those two levels apart.

Where candidates drop marks

In AAA, quality management scenarios routinely describe a problem at one level and ask for a response at that level. A firm that has no process for monitoring partner workloads is an ISQM 1 problem. A partner who signs off a file without reviewing the key judgements is an ISA 220 problem. Candidates blur the two and write one generic "improve quality" answer.

ISQM 1 requires the firm to design, implement and operate a system of quality management built around a risk assessment process: set quality objectives, identify and assess quality risks, then design responses. The components include governance and leadership, ethical requirements, acceptance and continuance of client relationships, engagement performance, resources, information and communication, and monitoring and remediation.

ISA 220 (Revised) puts the engagement partner in charge of overall quality on each engagement. That means direction, supervision and review, appropriate involvement in the audit, and proper consultation on difficult matters. The engagement team relies on the firm's system, but must still judge whether it works for their file.

Examiner commentary on AAA quality questions has repeatedly criticised answers that restate the standard instead of applying it to the scenario facts. Marks come from linking a specific fact to a specific response.

Worked example

Scenario: a firm's inspection finds that several audit files had no evidence of manager review of group component work.

Weak answer: "The firm should improve its quality control and make sure staff follow audit standards."

Strong answer: "This is a monitoring and remediation finding under ISQM 1. The firm should perform root cause analysis, then design a response such as a mandatory review checklist and a hot review of high-risk files. At engagement level, under ISA 220 the engagement partner should confirm that review was planned and performed in line with the firm's policies before the audit report is dated."

What to do

1. Label the level first. Before you write, tag each issue in the scenario as firm level (ISQM 1) or engagement level (ISA 220). Then structure your answer by level.

2. Use the component names. Name the ISQM 1 component affected, such as resources, engagement performance or monitoring and remediation, then give the response to the specific facts.

3. Finish with the action and the owner. State who does what: the firm designs the response, the engagement partner confirms it is applied. That is the application step that earns the mark.

The bottom line

AAA is a paper that regularly sits below a 50% pass rate, and quality management is a topic where easy marks go to candidates who simply stay organised. Split by level, tie to the facts, name the owner.

Firm system or engagement job? Decide that first and half the answer writes itself.
