Fielder explains that a situation has three things to be aware of:
Leader and member relations - are they favourable?
Task structure - can the activities of the task be controlled by the leader?
Leader position power - does the leader have any formal authority?
It is based on these three things that a leader can determine whether to be people or task oriented. Also, a leader cannot be both task and people oriented, only one aspect can be focused on at a time.
