Ethical framework and a rulebook

Using a Rulebook gives the following advantages:

Certainty - a rule is a rule

Clarity - Rules can be detailed and strict in their interpretation

However these very advantages are weaknesses too (and conversely advantages of using a framework instead)

Such weaknesses are:

Rules cannot possibly cover all situations

Rules can be interpreted too narrowly - and miss the spirit of the rule in the first place

Rules will struggle to be applied across different national borders
