The project stakeholder hierarchy includes:

The project sponsor approves the project plan and provides resources/funding for the project. They are the source of the project manager's authority, and act as an agent of the organisation to ensure that the project achieves its objectives.

The project owner is interested in the end result being achieved.

The project customer is the end user when the project is completed.
 
The project manager is responsible for the successful delivery of the project / the overall project output.

The project team is responsible for achieving the project tasks.

The project steering committee is responsible for making all high level decisions about the project.

The project manager can use Mendelow matrix to assess the various stakeholder groups and indicate where attention needs to be focused.

There are 4 methods to resolve conflict among project stakeholders

  1. Satisficing - Here, the needs of strongest project stakeholders are satisfied. The rest of the stakeholder groups are given enough to suffice for their basic needs in the short term. This strategy tries to please as many of the stakeholders as much of the time as possible.

  2. Sequential attention - One objective is prioritised for a period before moving on to another one.

  3. Side payments - Disadvantaged project stakeholders are compensated.

  4. Exercise of power - Force is used to resolve a deadlock
