Horizontal conflict occurs between:

Different groups and departments at the same level in the hierarchy.

For example, the Sales Director and the Finance Director have an argument over the use of company funds. Here, the Sales Director and Finance Director are both on the Board of Directors and are therefore at the same level in the hierarchy, and a conflict between them will be considered to be a horizontal conflict.

Factors that cause horizontal conflict include operative goal incompatibility, task interdependence, differentiation, etc

An Intergroup conflict is similar to horizontal conflict in that it occurs between people at the same level of the organisation, but conflicting parties can be in the same group or department.
